There are no plans to re-release the Collector's Edition. That was actually distributed by Fantasy Flight games, and it is the 1st edition of the game, with the 1st edition expansion included (containing, the ents, the mercenaries, some of the Lords like Galadriel and Saruman, the Balrog, the mouth of Sauron, and the still unreleased for the 2nd edition, siege engines).

If you are interested in playing till the very end of this game and maybe farther I would say yes to the Slaughter and Outlaw and if you want a more satisfying ending to this game’s conclusion then get BOG. DOM is a must-have no matter what.

Jan 21, 2019. Ares says second edition will be reprinted in Feb 2019, so I'm guessing there's very little chance of a third edition coming out in the next few years. The game seems polished enough (in terms of errata, etc.), and there's not much calling to add new stuff to the base game or bundle the existing expansions into it.
